governor romney says he will not increase the deficit with his tax cuts. he's saying he will not increase taxes on the middle class, so is he saying that if he cannot come up with enough loopholes and deductions, closing the deductions to pay for the tax cuts, which amount to about $5 trillion, that he will scale them back? >> what he has said, george, he is going to cut tax rates across the board by 20% and offset those cuts with eliminating deductions and loopholes for the upper income families. >> but there aren't enough deductions to pay for that. >> for middle class families. you can pay for it. there are six studies that say that you can do that. you can broaden the base and lower the rates. that would foster economic growth, and we've done that in the past. there's one study that says that you can -- that uses the word "assume" or "assumption" 68 times by a liberal think tank and that's what gibbs and others point to. >> if it does turn out that the deductions do not make up for the cost of the tax cuts, does governor romney say that he will scale b

we had a situation in eight years where record surpluses were turned into record deficits, so claims by those who supported the policies that led to record deficits, that they are the bastions of fiscal conservatism do not meet the laugh test. it's just not borne out by the facts. we need to work together. this is not about one side being better than the other, and i think that's -- it's important to bring it back to this. what was a fact under president clinton is that he had a contentious relation with a republican congress, but in the end he had republicans in congress who were willing to work with him to help bring about those surpluses, all it be in economic times that were not nearly as strained as we've experienced in the last few years, but, still, it takes bipartisan cooperation, and, unfortunately, we have not seen enough that have in the last several years, but hope springs eternal, and this president is committed to putting forward the kinds of proposals that address the weak spots in our economy. i mean, look at where we still have weaknesses in our economy, in construct

it is an economy with yawning budget deficits, deteriorating public services. double-digit unemployment. what is happening in california? people are leaving. >> let me put michigan on the table as a counterexample. michigan had the toughest economy in the nation for the first decade of the past year because of the loss of automotive and manufacturing jobs. there was a decision by the obama administration to intervene. our unemployment was at 14.5%. it's now at 8.4%. it's the second fastest drop of any state in the country. the reason is because there was a decision made to intervene. to save that industry. put it on solid ground. they had great management. a decision made to intervene to allow us to diversify the economy and as a result, michigan is now seeing a recovery. that -- the hands-off strategy would not be working. >> i'm not advocating that. not a hands-off strategy at all. invest in the industries that matter through basic research. fundamental reform of the tax code. take on the structural education problem. do some of the things we're talking about
